TIELCO HISTORICAL MILESTONE
- The phase of rural electrification program in the island started in November 1977 when NEA’s senior cooperative officer Pedro H. Fronda who happens to be a native of Odiongan, Romblon came to Tablas and organized the District Electrification Committee (DECOM) in the nine (9) Municipalities covering the Tablas island. The elected chairman of the DECOM for each District later composed TIELCO’s interim Board of Directors.

Solidum – Treasurer (San Agustin), Mr. Malvar Muleta – Member (Calatrava), Mr. German A. Deoso – Member (San Andres), Mr. Pacifico Lota – Member (Alcantara-Sta. Maria).
• Romblon Electric Cooperative was the first name of the electric cooperative but was later changed to Tablas Island Electric Cooperative, Inc. (TIELCO) which is now known.
• On January 28, 1978, the articles of incorporation, was acknowledged and notarized. It was registered with the National Electrification Administration (NEA). Tablas Island Electric Cooperative, Inc. (TIELCO) is a registered non-profit and a non-stock Electric Cooperative (EC) registered with the National Electrification Administration (NEA) on February 6, 1978 under the provisions of Presidential Decree nos. 269 and 1645.
• On July 31, 1979, a televised signing of loan agreement between TIELCO and NEA was held in Manila with the presence of National and Provincial officials. The federal Republic of Germany, through the NEA, extended to the cooperative the amount of P13,937,000.00. When a group of German Engineers came, a plant site three (3) kilometres North of Odiongan Poblacion was selected. Though the services of MASCOR, the power plant was constructed. Staking of lines was also initiated through the services of EDCOP.
With the initial arrival of the construction materials as part of the loan package in the Island, NEA designated TIELCO’s first acting General Manager on September 1982 in the person of Engr. Edgar Agliam. TIELCO opened its first Headquarters at Odiongan, Romblon on November 1982. With the materials available, the MS Navarro Engineering, TIELCO’s contractor initially started the construction of electric distribution lines.
On September 11, 1983, the Municipality of Odiongan was energized and after a month the Municipality of San Andres was lighted. On may 10, 1984, the municipality of Calatava was lighted. The electric cooperative which was only utilizing 100 KW caterpillar machine operated with the first three (3) Municipalities. On June 6, 1984, the three 550KW machines was constructed using the German technology and loan fund was formally inaugurated in the presence of Ambassador Kalus Xeller, Dr. Joaquiam Peckert, NEA Administrator General Pedro H. Dumol and some of the Province top officials.
On September 7, 1984, the first Annual Membership Meeting was held at the Romblon State University. On the same occasion, the formal turn-over of stewardship was transferred to Engr. Nestor Manuel by Engr. Adgar Agliam who was recalled back to NEA for other assignments. GM Nestor Manuel from his assumption spearheaded the massive construction of distribution lines in the Municipalities of Looc and Ferrol and both was energized on December 1984. The Municipalities of Alcantara, San Agustin and Sta. Maria were lighted on March 19, 1985, July 6, 1985 and december 8, 1985. On the same year, TIELCO extended its operating time from 7.5 hours to 12 hours. Aiming to achieve 100% energization of all towns, massive construction work was undertaken and finally on January 16, 1986, the 9th Municipality of Tablas Island, Sta. Fe was energized. By the end of 1986, a total of 67 barangays were energized with 2,823 households energized.
The operation of TIELCO continued under the stewardship of AGM Manuel until a labor unrest arose on the early part of 1988 which prompted NEA to recall AGM Manuel in place of Engr. Teodoro Ungson. However, the stint of Engr. Ungson was cut short with an early directive placing the management of TIELCO under Project Supervisor/ Acting General Manager Pedro H. Fronda. With his assumption to office on June 1988, the new manager effected massive reform in management operation. While improving the coop operation PS/AGM Fronda also initiated the extension of operation from 12 to 24 hours and on the same year the concept of Barangay Power Association (BAPA) was introduced.
The introduction of BAPA concept which requires the people’s participation had initially taken a flack but was later found to be very effective with people contributing poles, labor and Right of Way (ROW) who find the program very appropriate for the early energization of their respective area. The efficient management of AGM Fronda of improving all parameters of operation took center stage and consistently from 1992.
Having consistently maintained its status as outstanding electric cooperative in the Philippines awardee for five (5) years, the Board of Administrator of the National Electrification Administration (NEA) conferred TIELCO the HALL OF FAME award
TIELCO’s primary purpose is to supply, support and encourage the fullest use of electric service to its members on an area coverage basis. TIELCO spearheads the government’s missionary electrification program, hence, subsidy and congressional development funds are utilized for the electrification of unviable sitios, and the generation rate subsidized
